Complete Description: OVERVIEW The Project Manager (PM)/Business Analyst (BA) selected for this position must have proven experience gathering and documenting business and user requirements for documentation within the scope of work of a State Request for Proposal (RFP) and to assist DHS personnel during the bid process. The candidate, under the supervision of the Contract Policy and Management group for the RFP portion of this project, will be responsible for identifying the mandatory requirements that describe an automated multi-shift scheduling and timekeeping system for use in DHS' State hospitals and developmental centers. Once the RFP is completed the candidate will then report to the DHS Office of Information Systems to assist as a subject matter and technical expert in consultation to the DHS team. Since the consulting engagement output engagement will be documented requirements for inclusion in an RFP, it will be imperative for the requirements to be appropriately framed, i.e., describing required functionality and not prescribing how to build or implement the solution. Additionally, the documented requirements must be precise to the extent possible, quantifiable and objective, i.e., devoid of subjective terminology that does not lend itself to the public bidding process. The PM/BA must identify terms and their definitions unique to DHS' particular requirements, the origin of data, data volume, inputs, outputs (online, digital and hardcopy), audit controls, security and access controls, and define classes of solution users. It is imperative that the requirements identified for inclusion in the State's RFP not reflect specific vendor solutions. Also, this consulting engagement does include development of physical/detailed system specifications. The PM/BA will gather the required information and documentation by meeting with and interviewing key stakeholders. Given the deadline for the overall project, DHS requires the engagement described herein be completed in five (5) to six (6) months with the RFP portion being completed in four (4) to six (6) weeks. The firm selected for this consulting engagement will be precluded from bidding on the RFP referenced herein, in either a prime contractor or subcontractor capacity. Further, the individual selected for the subject engagement is also expressly prohibited from being engaged in any capacity as a bidder, subcontractor to a bidder, or as a 1099 employee for a bidder in the event this individual changes his/her employment subsequent to the consulting engagement described herein. EDUCATION and WORK EXPERIENCE ? PM/BA degree from an accredited 4 year institution ? MBA degree preferred ? Minimum of five (5) years business experience as a Project Manager/Business Analyst preparing two (2) or more RFP documents. DUTIES and RESPONSIBILITIES ? Serve as the Project Manager/Business Analyst identifying and documenting the functional requirements for inclusion in an RFP Scope of Work and finalization of the RFP, its attachments, exhibits and appendices with DHS after the RFP goes to Treasury. ? Understand the purpose, background and goal of the RFP in order to identify the business requirements and subsequently translate them into comprehensive, accurate, objective and measurable (where possible) RFP specifications. ? Evaluate data collected through interviews and from documents/files. ? Prepare and document the RFP’s functional and technical specifications ? Communicate effectively with DHS personnel in the business units and its IT staff on functional and technical requirements. ? Document the acquired results of the interviews, information gathering and analysis. ? Escalate to management any RFP-related issues or potential impediments to the engagement's schedule or the deliverable. ? Serve as a workforce management/scheduling-timekeeping subject matter expert during finalization of the RFP. ? Provide technical consultation also during the RFP's finalization. ? Coordination of all communication between vendors and DHS and any other state agencies required to participate in this process (e.g. Treasury, Purchase Bureau) SKILLS AND QUALIFICATIONS ? Experience developing two (2) or more RFPs for automated IT solutions. Ideally, the successful candidate will have health care industry and/or public sector experience, in particular with scheduling and/or timekeeping solutions. ? Excellent communication skills (verbal and written) for conducting interviews, interacting with personnel, and conducting team meetings. ? Experience writing functional and technical requirements specifically for an RFP. ? Fluency with the Microsoft Office suite of products and Visio. ? Ability to collect, document and analyze complex business processes and IT technical requirements and translate them into RFP specifications. PROFESSIONAL QUALITIES ? Excellent communication skills, both verbal and written ? Excellent analytical skills for presenting business and/or technical solutions ? Quickly grasps business/process issues and is an experienced problem solver ? Strong inter-personal skills and is a team player ? Creates enthusiasm among team members ? Manages client expectations effectively ? Flexible and able to work under pressure. |
