Job Description:
- For the core BSA aspects, the candidate will work in a lead capacity, responsible for the documentation, design, and traceability of requirements in support of Basel II implementation.
- Defines solutions (requirements, designs, services, recommendations) to business/systems problems and owns the integrity of the solution through customer acceptance and final disposition of solution for the Basel II project.
- Responsible for the development, maintenance, management, and delivery of technical information or documentation to the appropriate audiences in the appropriate standard formats via print and online mediums.
- Interacts with management, users, and information technology professionals to create high-level conceptual solutions to business problems.
- Usually possesses significant knowledge in one or more business functional areas.
KEY RESPONSIBILITIES:
Key job functions of a Basel II Pillar II / ICAAP Analyst include, but may not be limited to, the following:
- Help build the Basel II ICAAP capability throughout Capital One
- Consult with leaders in Risk Management and Business Area(s) to articulate Basel II ICAAP strategy, tools and methodologies
- Support subject matter experts in the development of revised ICAAP functions and compliance duties
- Validate fulfillment of corrective action to close any identified compliance gaps
- Define business requirements for each qualification requirement
- Map requirements to projects
- Define work process and expectations, Compliance Rationale Document format
- Enhance definition for tiered gap closure process including reviews by the PMO, independent review (Credit Review, Model Governance, Data Governance), Basel II Compliance Management, and Audit
- Support a sustainable ICAAP which includes controls, monitoring, reporting, issue management
- Lead and/or manage many of the substantive compliance issues that arise in developing Basel II ICAAP infrastructure
- Keep apprised of financial industry laws and regulations and industry best practices as they relate to capital management and adequacy, and provide regulatory expertise in consulting with a diverse group of business line leaders
- Manage audit and regulatory relationships within their areas of responsibility and convey and/or coordinate their area(s) position on regulatory issues to the regulatory community as well as internally as required
- Work independently under general supervision, with latitude for initiative and independent judgment
- Lead, develop, and manage associates in support of their work and career, as applicable
- Manage external consultants, as applicable
PROFESSIONAL KNOWLEDGE:
Core Professional Knowledge:
- Capital One organization, its major business functions, systems and applications
- Strategy and key initiatives for specific Business Area(s) supported
- Risk Management, Capital Management Policy, Standards and Procedures
- Core concepts and methodologies relevant to ICAAP, including Economic Capital, VaR, Stress Testing, Pillar I qualification requirements, Strategic and Liquidity risk
- Financial institution laws and regulations
- Compliance Management Program Framework, specifically as it relates to: Governance, Training, Risk Assessment, Corrective Action, Decision Making, Monitoring and Reporting
- Capital One management and leadership fundamentals
- Project management skills
- Process Management skills such as Business Process Management, Lean or Green Belt certifications
Specialized Knowledge and Proficiency:
- Knowledge of and experience with implementing Basel II final rules
- Knowledge of and experience with laws and regulations that apply to banks and financial institutions, with an emphasis on Pillar 2, Basel III, Liquidity Risk Management, Stress Testing, and Capital
- Risk Management certifications (FRM, CRCM, RMA-CRC, etc.)
- 7 years experience in a field related to risk management (e.g., compliance, legal, audit, business risk office, operations risk management, credit risk management, or finance)
- 4 years experience supporting projects implementing new regulations across diverse stakeholders, or applying regulations to new business functions
- Knowledge of and experience with Strategic Planning, Enterprise Risk Management, Capital Estimation Methodologies, Treasury Functions (ALM / BSM) and Regulatory Reporting
- Knowledge of and experience with Governance, Risk, and Compliance systems (GRC)
- Knowledge of and experience with enterprise and compliance risk management policies, standards, and procedures
- Experience dealing with regulatory agencies, credit agencies, banking industry analysts, or other external actors interested in risk profiles and capital adequacy
EDUCATION / EXPERIENCE / CREDENTIALS:
