Project Description
Clark County is improving interoperable communications infrastructure support for Las Vegas Urban Area stakeholder agencies in accordance with the State Communications Interoperable Plan (SCIP), Clark County Strategy for Homeland Security, and Nevada Strategy for Homeland Security. The contractor will assist Clark County with reporting assistance, including the alignment of their grant reporting functionality, metrics tracking, and other control functions in support of existing grant funded interoperable communication projects, and specifically the Clark County Microwave Upgrade project. Reporting assistance will enable Clark County Office of Emergency Management & Homeland Security (OEM) to accurately apply for and receive reimbursement for all allowable project costs within the constraints of the grant guidance – including cost element and cost volume. In addition, the contractor will update the comprehensive project plan and chronology that enables Clark County OEM stakeholders to have visibility into the project's past, current, and future progress. In addition, the contractor will provide communication of relevant project management information between Clark County OEM stakeholders in support of on-going Interoperable Communication projects.
Work Requirements
The contractor will accomplish the following as part of this scope of work:
Task 1 – Reporting Assistance
Contractor will review and perform an analysis of all Microwave Project documentation generated from January 1, 2011 to present to assure they meet the reporting standards of the State Administrative Authority (SAA), Department of Emergency Management and the OEM. The review should assure accuracy specifically for purpose of seeking reimbursement for grant applicable, "allowable" costs incurred by Clark County OEM stakeholders in performance of the Microwave Upgrade project.
Draft review of previous reporting completed within 3 weeks after date of award.
Contractor will provide reporting assistance and maintenance of the reporting template and associated schedule during the project's period of performance (estimated project end date: October 31, 2011).
Task 2 – Comprehensive Project Plan
Utilizing information gathered in Task 1, the contractor will update the comprehensive project plan for the Clark County Microwave Project. The plan shall illustrate activities in formal project management terms.
The project plan will be maintained in a COTS format (i.e. MS OFFICE product) and may include the use of Gantt charts or equivalent.
Draft update within 2 Months after date of award.
Through the course of the project on an as needed basis as requested by the customer, but particularly in the close-out phase, the contractor will update the comprehensive project plan.
Task 3 – Communications Assistance Plan
The contractor shall attend meetings and engage in communication at the request of the Project Manager. Further, the contractor shall provide subject matter expertise in project information and project management in the support of the proliferation of Clark County Interoperable Communication efforts. Activities shall include, but not limited to:
o Project Control System development support
o Proliferation and/or development of Clark County OEM interoperable communication documentation, including but not limited to SOPs, MOUs, TICPs and FOGs.
The contractor will be generally supervised by the Project Manager, Clark County Microwave Project, and administratively through the OEM, but must be capable of independent work and problem solving. The contractor will use his/her own facilities and will report regularly on progress and status.
