Title: Java Developer / Technical Analyst

Location: Bismarck, ND

Duration: 12 months possible extension to 24 months

Positions: 9 Positions

Job Description:

·         Current and progressive experience in requirement definition and documentation of system requirements, including facilitation of requirement gathering sessions related to Human Services public sector service delivery for single or multiple related entities

·         Current and progressive experience in creation of detailed technical design specifications, including facilitation of design sessions and peer reviews.

·         Demonstrated understanding of model-view-controller, SOA, and J2EE design concepts

·         Good working knowledge of relational databases

·         Superior negotiating, analytical, group facilitation, and relationship management skills, must have an understanding of current information technology with an ability to conceptualize solutions to business problems in the most effective and cost efficient manner, ability to integrate solutions across multiple functional and technical environments

·         Attention to detail and ability to interact with individuals at all levels of the organization

·         Superior written communication and presentation delivery

·         Superior interpersonal and written/verbal communication skills – written and verbal English language proficiency is required

·         Excellent time management skills with an understanding of project management concepts

·         Strong organizational, leadership, and decision making skills.  Strong team orientation

·         Ability to work independently with minimal supervision

·         Experience related to Human Services business areas

o   Temporary Assistance to Needy Families (TANF)

o   Supplemental Nutrition Assistance Program (SNAP)

o   Low Income Heating and Energy Assistance Program (LIHEAP)

o   Child Care Assistance

o   Basic Care

 

Strong consideration will be given to individuals with the following training and/or certifications:

·         Training in Object Oriented Modeling through use of Unified Modeling Language (UML) techniques

·         Demonstrated understanding of Service Oriented Architecture (SOA) and  J2EE principles and methodologies

 

In addition, preference may be given to individuals with the following skill sets:

·         Knowledge and experience developing JavaEE based web applications using Object Oriented and J2EE concepts.  Toolsets include WebSphere Rational Application Developer, ClearCase, FileNet, Crystal Reports, Cognos, and deliverables such as Use Case specifications and data models

·         Use of technical design specifications, along with business and system requirements, use case models, and other analysis documents, for development efforts

o    Translate (develop) detailed design into computer software

o    Test, debug, and refine the computer software to produce the required product

o    Prepare required documentation, including both program-level and user-level documentation

·         Background in use of Struts, JSP, EJB, JDBC, XML, XSD, XHTML, LDAP, JavaScript, Structured Query Language (SQL), Web Services

·         Experience with Sybase PowerDesigner for business process modeling and data modeling
