DESCRIPTION:
The School and Community Nutrition teams need assistance with our Information Technology (IT) systems. Our current Food and Nutrition System (FNS) program is complex and needs multiple upgrades. We continue to have a timeline of planned enhancements for FNS that extends beyond 2013. This timeline does not include daily trouble-shooting or incorporating the new U. S. Department of Agriculture (USDA) Child Nutrition Reauthorization regulations.
The School and Community Nutrition teams have an increased need to replace complex paper administration of programs with the development of online applications/functions, rising program maintenance/enhancement needs, on-going DPI IT, fiscal team project requests, and interfaces with the Administrative Reviews and Training (ART) grant.
The School and Community Nutrition teams are responsible for administering fourteen Child Nutrition Programs. Each nutrition program is unique and requires specific applications, programming, language and platforms. The FNS computer system was built internally by DPI in 1995. FNS is a critical computer program responsible for payments to schools/agencies totaling approximately 20 million dollars each month. FNS is the central system for the Food and Nutrition programs and provides the following functions.
• Payment of claims
• Online contract/applications/claim submission
• Data collection
• Historical data/reports
• Interfaces with other state wide programs
Assessment:
Without an assessment of our IT needs and options, the Community and School Nutrition Teams will not be able to meet all of the assistance and monitoring requirements in accordance with regulations, nor appropriately manage the rising demands of the USDA and schools/agencies throughout the State.
Job Duties
Under the direction of the Applications Development Manager, the business analyst will work with the School Nutrition and Community Nutrition teams to evaluate technology needs and options to better utilize program area applications. The analyst will investigate and understand current systems, and evaluate possible alternatives. All research information and proposals must be documented in order for DPI management and staff to make an informed decision of future needs. The candidate may need to complete an RFP based on decisions and create a systems implementation plan.
SKILLS -- REQUIRED:
* Ability to work successfully with a variety of organizations, disciplines and personalities in creating integrated solutions that respond to the needs and priorities of all stakeholders.
* Communication planning
* Understanding of project management methodologies and experience with 'agile'
* Project Management experience
* Strong verbal communications skills with ability to clearly present information and ideas to groups of ten or more managers and/or staff.
* Strong written communication skills and ability to use MS Office to provide clearly written reports and documents for top management.
* Data analysis
* MS SQL Server
* Analysis and Design of Applications
* Requirements analysis
SKILLS -- NICE TO HAVE:
