The key skills are familiarity with esri arcgis desktop, server and services.
 
Scripting languages: adobe flex, javascript
GIS technologies: esri arcgis - desktop, server & services

Programming languages:

java
Java frameworks: jsf, icefaces, spring, jdbc, j2ee and associated components (ejb), jms
Unit testing software: junit
Weblogic
RDBMS: oracle 10g / 9i
Operation systems: linux
Understanding of networks
Version control tools: cvs, subversion
Scripting languages: ant, maven
Software methodologies: waterfall, agile
Full project development lifecycle experience

Here’s a list of daily activities that the development team would perform. we’re in the process of identifying specific roles that each team member would have:

Day to day activities:
install & maintain gis vendor software
build and deploy egis source code
code/troubleshoot egis services using dev framework
code/troubleshoot egis services using vendor technologies (soes, geoprocessing, etc.)
code/troubleshoot egis reference clients using flex
code/troubleshoot egis reference clients using javascript
code/troubleshoot egis reference clients using icefaces jsf
code junit tests
code/troubleshoot test harness applications to assist with testing egis services
experiment with geospatial data alternatives and document findings
experiment with geospatial software (server-side) alternatives and document findings
experiment with geospatial software (presentation tier) alternatives and document findings
load/deploy new vendor map data
learn esri network analyst and how to utilize it
learn different esri arcgis services and how to utilize them
support other development teams who are utilizing egis services (dev/test and production)
deploy new/updated egis services using vendor tools
document and maintain detailed design
document software requirements
participate in agile development processes
unit testing
code reviews
load testing
stress testing
recovery testing
security testing
compatibility testing
