Project Description:

This position is part of a dynamic team building an advanced data collection and data warehouse solution. These systems support the agency's public health mission to protect the U.. population from natural and man-made disease threats. This person will provide technology leadership in the area of Java and J2EE development and will focus on delivering high quality enterprise applications as part of a development team. The Senior Java Developer is expected to participate in the full software development lifecycle from requirements and development to testing and support. In addition to performing software development, this person is expected to participate in architecture, design, estimation, status determination, and testing efforts.

 

Required Skills:

 

•  9 years experience in software development

 •  Knowledge of and experience with Java and J2EE Web Applications

• Knowledge of and experience with SQL and RDBMS database concepts

 • Knowledge of and experience with web technologies including HTML, JavaScript, and CSS

 • Knowledge of and experience with XML, XSL, etc.

• Excellent architecture and design skills

• Excellent verbal and written communications skills Additional Desired Skills:

• Solid understanding of J2EE architecture and design patterns

• Knowledge of and experience with Java and J2EE technologies and standards including Servlets, JSP, ORM (JDO/JPA/other)

• Solid understanding of web architecture and web application development

• Knowledge of and experience with AJAX including JavaScript, HTML4/5, CSS2/3, Responsive Design, JQuery, Bootstrap

• Experience with open source Java frameworks and tools including Hibernate, Spring, GWT

 • Knowledge of and experience with Web Services technologies and standards including SOAP, REST, XML/XSLT

 • Experience with commercial databases including Oracle DBMS or MS SQL Server

 • Document and text parsing, extract-transact-load (ETL); regular expressions a plus

• Knowledge of and experience with OOA/OOD techniques

• Experience with Agile or other iterative development methodologies

• Experience with full-lifecycle development and Continuous Improvement including version control, unit testing, and automate builds

• Experience with ontology management and integration

• Experience in Public Health or healthcare industry

 • Experience with health data exchange (HL7, LOINC, SNOMED, etc.) *# of Years Experience & Educational Requirements 9 Years with Bachelors in Science; 7    Yrs with masters; 4 Years with PhD (Software Development Analyst 4)

Location: Baltimore,MD

Type :Contract

Roles and Responsibilities:

• The ideal candidate will possess strong leadership and excellent communication skills.

• Strong Experience with WebSphere Portal technologies, JSR 286 Portlet Development, Portal administration and Enterprise Portal Integration(WAI, WSRP) for Web application.

• Experience with Agile Development, Java, XML, Oracle and Web Portal Technologies

• Strong Experience with Web application frameworks like Struts2, JSF, Spring MVC, AJAX, Portlets.

• Knowledge of relational database concepts, string knowledge of SQL and PL/SQL.

• Required skills in one or more of the following: SOAP and RESTful Web services, Java, Java Messaging, CSS, XSLT, DHTML, XML, DOJO, JASON, JavaScript.

• Experience with IBM WebSphere Portal & Portlet(JSR 168/286) Development

• Experience with Portal Skins, themes, Pages development.

• Experience with developing Web applications(Struts2, JSF, Spring MVC, AJAX) complaint to 508 standards.

• Experience with application integration technologies like JMS, MQ.

• Experience with SOAP/RESTful Web Services, Web Service security, WSDL, etc.

• Experience with Batch Processing, File Processing, Scheduling and etc. • Enterprise architecture, system architecture, ETL and data architecture experience

• Knowledge of J2EE/JAVA, XML, Oracle, data modeling, configuration management and object oriented methodology tools will be a plus. • Experience with Cloud computing and virtual environments

• Experience with working with multiple team and developers and customer interaction. • Previous working experience with HHS/CMS environment/projects.

Minimum Qualifications:

 

To be considered for this position, you must minimally meet the knowledge, skills, and abilities listed below:
• Bachelors Degree in Computer Science, Math, or technical science (e.g. Engineering) and 9+ years of related experience.
• Minimum 7 years of related experience.
• Experience in consulting to the Centers for Medicare and Medicaid Services (CMS)
