Skills and Responsibilities: Experience related to Human Services business areas
o Medicaid Eligibility
o Temporary Assistance to Needy Families (TANF)
o Supplemental Nutrition Assistance Program (SNAP)
o Low Income Heating and Energy Assistance Program (LIHEAP)
o Child Care
o Basic Care
o Child Support Enforcement
o Children and Family Services Strong data analytics background with proven skills for analysis of Human Services data for transforming and modeling data to enable data access to business staff to support decision making. Business Intelligence Solutions and System Design:
o Technical skill set includes analyzing customer reporting needs, designing data marts and warehouses
o Determine customer's information requirements
o Studies customer's requirements and determines if the business processes for gathering, cleansing, and ensuring the quality of data are adequate
o Analyzes options for preparing a BI solution
o Prepares an analysis document with the recommended solution
o Works with State architects as well as other technical and management resources to develop the best solution
o Prepares project and operational cost estimates
o Presents final analysis document and cost estimate to customer for approval Design, Build and Test BI Solutions:
o Creates design documents for BI solution based on business analysis document.
o Works closely with State's database analysts to fine tune the BI solution design including database or data warehouse design
o Presents design documents to State architects as well as other technical and management resources to provide assurance that State is suggesting the best solution
o Presents design documents to customer for approval
o Prototypes the solution as designed and presents to the customer for approval
o Plans and supervises systems and customer acceptance test activities
o Prepares BI application and data warehouse processes for production
o Provides performance tuning of BI application and data warehouse processes
o Educates and conducts continuous communication with end users throughout the project
o Delegates tasks to other project team members and monitor performance Interpersonal skillsets
o Able to work well with people and possess strong communication skills as needed to mentor others; Strong team orientation and ability to work independently with minimal supervision.
o Communicate highly technical information to non-technical and technical users
o Attention to detail and ability to interact with individuals at all levels of the organization
o Superior interpersonal, written/verbal communication skills and presentation delivery. Written and verbal English language proficiency is required
o Good time management skills with an understanding of project management concepts
o Strong organizational, leadership, and decision making skills; strong analytical and problem solving skills

Strong consideration will be given to individuals with the following training and/or certifications: Experience using Cognos business intelligence reporting and data management tools: Framework Manager, Report Studio, Analysis Studio, Transformer; experience with OLAP technologies; experience with Oracle or SQL Server Experience in use of Microsoft business intelligence reporting and data management tools: SQL Server, SQL Server Reporting Services, SQL Server Integration Services 2008, SharePoint 2010
Business Intelligence Analyst Experience Requires a minimum of 3 years of current experience in this role
