Job Title: .Net  Software Architect1

Location: Washington, D.C

Software Architect 1 (SA1) Task 1358

A Software Architect 1 (SA1) is needed to achieve these objectives.

The subcontractor will support the analysis, design, development, maintenance and enhancements of the CATI Data Collection system TopCATI which processes CES and JOLTS data, the redesigned EDISON system and the Oracle Central Database system CDB. In addition, the subcontractor will support the maintenance and enhancements of the CES TopCATI, EDISON, Interact, and State and Area systems.

Software to be utilized for the scope of work above includes but is not limited to: FOXPRO, SQL,

Rational Rose, Windows 2003, .NET Framework, PVCS, Windows XP Workstations, Visual Basic,

VB.NET, ASP, ASP.NET, Sybase ASE, Oracle, Crystal Reports, MS Exchange, Visual Studio, MS Office, Visio, ERWIN, Embarcadero Rapid SQL, and Embarcadero DBArtisan.

BACKGROUND/ PROJECT DESCRIPTION:

This task is for the Division of Federal/State Monthly Surveys (FSMS), a project office in the Directorate of Survey Processing of the Office of Technology and Survey Processing. The project offices serve as the survey operations arm of the Bureau of Labor Statistics (BLS). The primary function of this division is to design, develop, operate, and maintain existing, new, and revised survey systems for several Federal/State cooperative programs. This includes the maintenance and development of comprehensive computer systems to support survey procedures, and the performance of manual and computerized activities to achieve program goals.

Work will entail the utilization of microcomputers, Unix and Windows 2003 servers in a client-server computing environment and internet/intranet technology in support of Current Employment Statistics (CES) 790 National data collection activities, and maintenance and development of the CES State and Area system and the Job Openings and Labor Turnover (JOLTS) CATI system.

DETAILED TASKS:

The following services will be provided:

•       The subcontractor will perform as the primary .Net web developer in the coding of software in support of FSMS/CES.

•       The subcontractor will contribute to all phases of software engineering life cycle through system implementation.

•       The subcontractor will have expertise in designing and developing web based systems in Microsoft environment, using .NET technologies.

•       The subcontractor will prepare  reports, respond to inquiries, and conduct analyses to address identified issues. May be responsible for project progress and results.

REQUIREMENTS:

·       Strong knowledge and experience in the area of software system development process.

·       Knowledge and experience with web based and or client server applications in Microsoft .NET.

·       Experience in Oracle relational database and in writing SQL queries.

·       Efficient in analyzing system requirements, design, and implementation.

·       Strong problem solving and analytical skills.
