Overall Responsibilities

The Sr. Software Engineer works in the Software Tools team in support of the Systems for Improved Pharmaceutical Services (SIAPS)  project in the Center for Pharmaceutical Management.​  He or she is an integral part of each phase of the software development lifecycle including design, development, deployment and maintenance of web based pharmaceutical management solutions and other CPM software products.​

Specific Responsibilities

Design, develop, and deploy the web-based pharmaceutical management solutions. Respond and troubleshoot production issues across off-shore development teams Perform unit testing, system integration testing, and user training. Develop design documentation, test results documentation and SOP documentation Effectively manage multiple competing priorities Work closely with the Software Tools unit director to make sure the Product development process runs smoothly. Maintaining an understanding of software solutions related to the healthcare industry and adapting to trends/needs within the industry Excellent verbal and written communication skills, evidenced by the ability to communicate complex technical subjects to senior management and non technical audiences Ability to speak French/Portuguese/ Spanish desirable. 10.  International travel as required. 11.  Supervise the development of software systems to form a basis for the solution of information processing problems. 12.  Participate in interactions with customers as a technical expert for product subsystems

Qualifications

Bachelors Degree in Computer Science or related field, a master's degree will be a plus. 5+ Years of J2EE development experience and development methodologies 4+ years experience with JBOSS 4+ years of configuration management of J2EE applications Excellent software development skills; strong skills in Oracle PL/SQL and SQL development, database integration with web based applications. Strong analytical aptitude. Demonstrated computer skills in Microsoft Office Suite applications, including Word, Excel, Outlook, etc. Ability to look across systems and identify common relationships Experience and understanding of the public health industry a plus. Excellent verbal and written communication skills in English, evidenced by the ability to communicate complex technical subjects to senior management and non technical audiences. Team player with the ability to work productively with internal and external clients and to translate requirements into solutions Develop and maintain an understanding of software solutions related to the needs of developing countries' pharmaceutical management. Senior Web Designer - Direct Client

Location: Arlington VA Duration : 6 months + Rate : DOE Overall Responsibilities

The Senior Web Designer is a member of the Management Information Systems (MIS) unit within the Operations Team at SCMS.  S/he will provide strategic guidance and technical expertise in the design and oversight of SCMS web applications and websites to strengthen the capacity and performance of supply chain organizations and health stakeholders to use our websites and data for decision-making. S/he will lead the development and monitor the implementation of the SCMS global web applications strategy and technical assistance framework.   These will be based on established international standards and designed to ensure that all MIS web efforts produce internationally benchmarked outputs and outcomes that meet client needs.  S/he works with other MIS Unit staff and SCMS Teams to coordinate resources, to ensure activities are on track and to ensure that technical outputs are of high quality. S/he reports to the MIS Unit Manager through the MIS Operations Manager.

Specific Responsibilities

Lead the development of SCMS' global web infrastructure that sets the project goals, strategies and standards for MIS web applications to support the SCMS organizations at all levels. Lead the development of web based technical applications, as required, for SCMS and VPP. This includes both external website and intranet web site. Ensure the SCMS MIS global web strategies are being appropriately considered throughout the planning, implementation and evaluation phases of MIS operations. Develop new web infrastructure for the PFSCM and SCMS intranet website, including user interface, security concerns, hosting environments, etc. Develop new web infrastructure for the PFSCM and SCMS internet website, including user interface, security concerns, hosting environments, etc. Work with the Business Intelligence Analyst and unit BI leads to develop a user focused environment with best of UI/UX standards.

Qualifications

Design systems using JAVA, .NET or similar framework as appropriate. Experience with feasibility and requirements analyses for existing systems or new requests for automation that may include third party Commercial-Off-the-Shelf (COTS)/Government-Off-the-Shelf (GOTS) software packages. Experience designing, programming, documenting, and maintaining automation between interfaces.  Including custom development for web interfaces. Have significant software development experience in a) Oracle Portal website environment, b) Oracle 10g database and application server, and c) JAVA or J2EE. Experience in UI/UX design and development. Education – Bachelor's Degree. Working knowledge of MS ACCESS and Adobe Forms desired. Working knowledge of Section 508 compliancy issues, user interface and usability for web design, as well as Oracle 11G , mySQL Server, and LINUX desired.
